Coming to Malta from Serbia: visa-free entry, the D visa you still need, the jobs

Serbs enter Schengen visa-free but need Malta's long-stay visa to work. No Maltese embassy in Serbia. Construction, hospitality, driving, and what the job costs: nothing.

Serbian workers have been coming to Malta for construction, hospitality and driving for years, often through chains of sub-agents that charge at both ends. The Maltese side is simple: the employer applies and pays, and your visa-free passport does not shortcut the permit.

Visa-free is not work-free

Your passport lets you enter the Schengen area as a visitor for up to 90 days in any 180 without a visa. It does not let you work, and Identità refuses permit applications made from inside Malta on a tourist entry. The order is: contract, employer applies, approval in principle, then a long-stay (D) visa from home, then travel. The Single Permit guide covers the employer’s application step by step. Identità’s own policy: anyone staying longer than 90 days needs a long-stay visa before arrival, whatever the passport. The Brazil page covers the same rule for Brazilian passports.

Where the visa comes from

Malta has no embassy in Serbia. Use Identità’s premium process for countries without a Maltese mission: email the Central Visa Unit with your approval in principle, receive a token, upload documents, pay €300 covering all fees, courier the passport, receive the visa in six to eight weeks. If VFS Global lists a Malta service in Serbia, that route works too; confirm on VFS’s own pages. The Albania page covers the same courier process for Albanian passports.

The jobs Serbs take here

Construction trades of every kind, drivers and delivery, hotel and restaurant staff, security, warehouse work, and for those with the languages, customer service in gaming for Serbian, Croatian and Bosnian markets. Construction workers are now included in the health screening. Security work needs a Maltese police licence. Light passenger vehicle driving needs a Maltese or EU licence; other driving uses your Serbian licence, with a 12-month limit and a monthly charge after that announced in Budget 2027.

Life here

Serbian and ex-Yugoslav communities are concentrated in the central towns and around St Paul’s Bay. Orthodox services exist in Malta; ask in the community. English is the language of work; Italian is useful.

The scam, Balkan version

The classic chain: a local “agency” takes a fee, a Maltese “consultant” takes another, the employer deducts a third from your wages as a “recruitment cost”. All three are illegal on the Maltese side. The never-pay-an-agent guide covers the fee at the start of the chain. The the contract-traps guide guide covers the deduction and what to do; the verify-an-employer guide shows how to check the company before you pay anyone.

The money

The minimum wage is €229.44 a week in 2026, about €994 a month. A room costs €450 to €700 a month. Run your own numbers in the salaries guide before you accept. A salary far above the ranges there is a red flag, not a prize.

What never happens

Nobody in Malta charges you for a job. Agencies here are licensed by DIER and commit an offence if they take money from an applicant. Employers may not take money from workers for recruitment. The permit fee is the employer’s. You pay the two official courses, your visa, your health tests and your flight, and nothing else.
